Paul Moore

Paul Moore is the Clinical Director at Exemplar Health Care, managing our clinical functions to ensure the highest standards of care for the people we support.

His responsibilities include overseeing audit and regulation, health and safety, mental health and behaviour support, and quality, with a focus on delivering safe, effective, and compassionate care.

Starting his career in a frontline care role over 30 years ago, Paul has extensive healthcare leadership experience. He holds a master’s degree in healthcare management and has completed leadership programmes at Harvard Business School and the Institute for Healthcare Improvement.

Paul’s previous roles include Chief Nursing Officer in the NHS and, most recently, Deputy Chief Executive for the Isle of Man’s integrated health and social care system.

In these roles, his strong clinical leadership was instrumental in developing acute, community, forensic, mental health, and social care services. He led initiatives that transformed care pathways, strengthened workforce resilience, and embedded cultures of safety and excellence.

His work has been recognised with numerous awards for achievements in quality governance, patient safety improvement, and clinical innovation.

Paul’s leadership philosophy

Paul’s leadership philosophy is founded on collaboration, transparency, and accountability. He believes the foundation of great care lies in the people delivering it - teams working together with shared purpose and trust.

In addition to his executive responsibilities, Paul remains an active Registered Nurse, staying closely connected to the realities of nursing care.

This hands-on experience ensures that his strategic decisions are informed by the challenges and opportunities faced by those on the front line, allowing him to advocate effectively for the nursing profession.

Paul is deeply committed to providing care that balances clinical excellence with compassion and dignity. His vision is to create systems that are both effective and human, where colleagues feel valued, and the people we support are at the heart of every decision.
